If, for example, a bug is being reported to a plugin author so we know it's been looked at
It's in the stages between bug and resolved but it could sit there as a "bug" for weeks
And it would be more appropriate to label it as "In progress" with another topic label (yellow maybe?) to show that we are resolving their problem without it saying "bug" until it's done
Same goes for suggestions --
We may need x money from donations to complete a suggestion, but until then it'll sit there as "suggestion"
"In progress" shows it's been looked at and it's on its way
