A premium user with access to /hat can get any item they wish by simply running /hat and taking the item from the helmet slot.

Permission to use /hat has been removed from Premium temporarily while this issue is corrected, for now please use /ehat.

This issue has been reported to the author of the plugin privately, I will post updates in this thread as they happen.  Locking for now as the issue is in progress.

This issue has been fixed.  The plugin the we use for our Hub server has been replaced.  The user must now have the item already in their inventory (default Essentials behaviour).
